Regulatory Developments

The Russian finance ministry is exploring online casino legalisation to curb the shadow market and enhance state oversight. This strategy could boost regulation, tax revenues, and player protection, marking a pivotal shift in the country's iGaming policy.

Meanwhile, the Russian Public Chamber proposed a blacklist of unauthorised operators, aiming to expand the powers of ERAI and restrict VPN usage for cross-border transactions. Without these measures, the estimated illegal gaming market could reach ₽2 trillion by 2025.

Market Performance and Challenges

Visitor numbers to legal Russian betting operators fell by about 114 million in 2025, a 10.3% decrease from the previous year. Fonbet, Olimpbet, and PARI saw the most significant declines, while BetBoom was a rare exception in growth. This trend reflects market dynamics rather than official figures.

In Russia's ecosystem, Yandex uses loopholes, promoting through categories like 'lotteries' to bypass restrictions. However, this approach complicates regulatory contexts. Significant investments are earmarked for AI-traffic filtering to improve the efficacy of online casino blocks and mirror sites.

Streaming platform Kick restricted access to casino streams, prompting operators to diversify formats for Russian audiences. As a response, embedding streaming into iGaming interfaces is proposed to secure control over content and reduce block risks.

Financial Models and Future Projections

Russian high-risk markets are reportedly moving towards a P2P model, with about 60% of transfers cross-border. Conversion rates remain between 30-60%. These market conditions suggest that unless circumvented, grey-market operations will expand, disrupting traditional legal channels and gaming participation avenues.
