The Autorité Nationale des Jeux (ANJ) governs the iGaming sector in France. It permits horse racing bets, sports betting, and online poker, yet online casinos remain banned. This positions France as a significant offshore market. High taxation on turnover instead of Gross Gaming Revenue (GGR) diminishes legal operators’ profitability, weakening bonus offerings and steering players to offshore brands.

Regulated operators face rigorous standards for advertising and bonuses, with ANJ imposing fines for what it terms as 'misleading bonuses'. The framework, often criticised for its ambiguity, ensures stringent adherence.

Challenges in Regulating Online Casinos

Two primary rationales hinder France's regulation of online casinos. Firstly, the high tax framework would dissuade operators from seeking local licences without comprehensive legislative changes, a prospect currently off the agenda. Secondly, the powerful land-based casino lobby resists online casino growth to safeguard domestic employment.

Market Dynamics and Enforcement Actions

Despite the online casino ban, France's gross revenue for the first half of 2025 exceeded €5.5 billion, marking a 3% increase. The robust illegal market, largely unregulated, outstrips the legal sector in GGR, mainly through online casinos. The ANJ's continued efforts to tighten advertising standards mean operators are heavily scrutinised to ensure marketing integrity, including promoting responsible gaming.

In a bid to combat the illegal sector, French authorities recently arrested two entrepreneurs for operating illegal online casinos with turnovers surpassing €1 billion.
