Turkey Intensifies Crackdown on Illegal iGaming Sector

Turkey's Aggressive Measures Targeting Illegal Online Gambling
Arrests and Charges in Illegal Betting Operations
In a bid to dismantle illegal gambling operations, the Turkish authorities have conducted mass arrests amid a nationwide crackdown on unlawful iGaming activities. A total of 32 suspects have been detained across six provinces, with 30 already under arrest. The charges include orchestrating illegal bets through unauthorized online platforms, money laundering, and various forms of fraud. Approximately $16.5 million in transactions have been scrutinized, leading to the freezing of 410 bank accounts associated with these activities.
Referee Suspensions Signal Broader Corruption Issues
The Turkish Football Federation (TFF) has suspended 149 referees following an alarming investigation that revealed some referees engaged in unethical betting practices. Out of 571 professional league referees surveyed, 371 had registered accounts on betting websites, and 152 were actively placing bets. Consequently, suspensions of up to 12 months have been enforced, highlighting a broader ethical dilemma within Turkish football.
National Plan: Comprehensive Strategy Against Illegal Gambling
In response to the growing iGaming concerns, Turkish President Recep Tayyip Erdoğan has sanctioned a National Plan to curtail illegal online betting and gambling. This strategic blueprint, extending from 2025 to 2026, empowers the Financial Crimes Investigation Board (MASAK) to intensify scrutiny on advertising, social media activities, payment systems, and cryptocurrency transactions linked to illegal gambling ventures. Erdoğan's call for rigorous enforcement underscores the government's resolve to dismantle iGaming networks.
Major Financial Institutions Under Scrutiny
As part of the intensified efforts, Turkey's central bank has revoked the e-money license of Papara, a prominent payment service provider accused of facilitating illegal gambling transactions. This decisive action has led to widespread user dissatisfaction, with many reporting frozen accounts and unreturned funds. Simultaneously, Ozan Elektronik Para A.Ş., another fintech company, faces legal actions for alleged involvement in illegal betting operations, resulting in multiple arrests.
Judicial Reforms: Expanding Financial Oversight
Judicial reforms empower Turkish prosecutors with enhanced authority to freeze bank accounts and digital wallets, including cryptocurrencies, without a court order, in cases of suspected financial crimes tied to illegal betting and money laundering. This reform signifies the government's commitment to fortifying financial integrity amidst the burgeoning threat of iGaming-related offenses.
Overall, Turkey's multi-faceted crackdown on illegal iGaming marks a profound shift in regulatory posture, significantly impacting the financial and sports sectors, as stakeholders brace for prolonged scrutiny and operational hurdles.
